The following is the substance of the eloquent speech made by Lord Erskine, in the House of Peers, on the second reading of a Bill which his Lordship has introduced into that House, to prevent cruelty to animals.

We sincerely hope his Lordship may succeed in his philanthropic endeavours, to ameliorate the condition of brute creatures.

Upon the order of the day being read for the second reading of the Bill,

Lord Erskine rose, and addressed the House in a very eloquent and animated speech
